The Digital Platform for THE COUNCIL’s Superintendent Model Evaluation

SuperEval facilitates superintendent evaluations that advance district goals and promote healthy, efficient leadership teams while strengthening the board and superintendent relationships.

SuperEval employs a rubric system to determine a superintendent’s performance. Each section contains indicators and criteria that measure proficiency. Superintendents are scored as “Highly Effective,” “Effective,” “Developing,” or “Ineffective” by his/her board of education.

Streamline the Superintendent Evaluation Process in 5 Steps

Step 1:
District Goals

The superintendent and board of education co-create annual superintendent goals, specific to their district’s growth and improvement, to align the evaluation with performance targets.

Step 2:
Superintendent Self-evaluation

The superintendent uploads or “drags and drops” digital files as supporting evidence for specific competencies as identified by THE COUNCIL’s Model Superintendent Evaluation Framework. Once reflection notes are completed, and supporting evidence is attached, the superintendent digitally submits his/her self-evaluation to the school board for review.

Step 3:
Board Review and Evaluation
of the Superintendent

The board of education reviews the superintendent’s self-evaluation and conducts their own evaluations. The school board has the option of starting an evaluation from a “blank form” or to have the evaluation automatically pre-populated with the superintendent’s responses.

Step 4:
Consolidated Evaluation
Data from the Board

SuperEval automatically consolidates all of the school board’s evaluation data into a single evaluation, saving time for the board president by eliminating the need to manually collect this data.

Step 5:
Proposed Board Evaluation;
Final Review and Sign Off

SuperEval compares the school board and superintendent evaluations to present data views that identify areas of agreement and disagreement, providing an excellent catalyst for discussion.

At the conclusion of these five steps, the superintendent and school board president apply digital signatures to finalize the evaluation. Once the document is signed, SuperEval generates a FOIL version of the superintendent’s evaluation that can be used in response to any FOIL request.
